PURPOSE

For a long time, we have provided access to the original report "Road Map For National Security: Imperative For Change". You can still access the complete report (in PDF format) through the link at the end of this page, before the Section NOTES. For the benefit of our readers, we have now (in 2024) prepared this document as an introduction and summary of the points that, in our view, should be highlighted.


INTRODUCTION

Remember, the "Road Map..." is an historical document but, in a very concrete sense, it is still alive. The world has lived the consequences from it —or related to the same agenda— for more than twenty years now [writing this in May 2024] and we are still living under its influence. In this case, the prescription was/is for USA, but it was/is also a sample or reference for the rest of the world.

We are living under the threat of almost-dictatorial powers that any staged/inflated national/world emergency can bring at any time in the blink of an eye, as the Coronavirus Crisis proved. It was not so possible with the same easiness before 2001. But it is so now, since then, because this "Road Map" was prepared in advance — a prescription to take over a prominent nation through "emergencies", as a part of a much bigger scheme for the entire world. And it is so because this agenda was put into practice since the September 11, 2001 events, with the Covid Crisis being a peak in this scheme recently.


DETAILS

What is the "Phase III Report"? And who created it?

The "Phase III Report", also known as "Road Map for National Security: Imperative For Change", was written at some stage before 2001 and issued in January 2001 by a U.S. government agency, the "U.S. Commission on National Security/21st Century" (1), with ties to the Department of Defense.

Said Commission was chartered in 1998 so that, in its Phase III, it would recommend "the redesign of the structures and processes of the U.S. national security system" (2). And so it did. The result was their Phase III Report, the full title being "Road Map for National Security: Imperative For Change - The Final Draft Report - Embargoed Until January 31, 2001".

This Phase III Report predicted that "a direct attack against American citizens on American soil is likely over the next quarter century" (2). And so it happened. The September 11, 2001 events allowed them to push through Congress —without review— the "Patriot Act" (3) and implement the recommendations explained in the report.

The Commission released the first report in 1999. The second one in 2000. The Phase III Report was made public on January 31, 2001, just a few days after the first inauguration of Mr. George W. Bush as the President of the United States and a few months before the tragic 9-11 events.

Had they not postponed the release of the report (as its title "embargoed until Jan. 31, 2001" indicates), it would have had to pass through the hands of the previous president, Bill Clinton, who had previously obstructed the plans for the New World Order (4), also known as "Globalization".


A summarized analysis

A key outcome from the Phase III Report was the creation of the Department of Homeland Security (named National Homeland Security Agency in the report), as they recommended:





The power of this new Agency had to be gigantic, as implied by what they proposed, aiming to gather the competences of many agencies, and more.

For example, it includes power over "information technology" (tacitly foreseeing powers for global surveillance or global Internet censorship bypassing the Congress in the event of a national security emergency):


And it includes not less than the power to oversee Department of Defense's activities and to use DoD's "necessary resources", by means of a new office assisting the NHSA:


Changes like this in the "redesign of U.S. national security" allow at least these things:


In other words, it facilitates the establishment of a police state (8).

In the Phase III Report, the "old" structures, more tightly controlled by the Congress and Senate, were accused of not having a "sound organization" that would "ensure proper level of decision quickly and efficiently". They are (or were) —the Commission suggests— a "stand still amid a word of change":


Of course, it was expected "some" resistance, but any "controversy" and "opposition" was overcome at once as a direct consequence of the September 11 events:



Was such a powerful agency materialized?

Absolutely.

Eleven days after the September 11, 2001, events, the first Director of the Office of Homeland Security in the White House was appointed (9). Also very soon, in November 2002, the agency formally came into being as the "Department of Homeland Security", a stand-alone, Cabinet-level department (9).

Since the Department of Homeland Security was created, it has grown to become the third-largest cabinet department in the U.S. government (it was so in 2021 (10) and already was in in 2011 (5)). "It was the largest U.S. government reorganization in the 50 years since the United States Department of Defense was created"(5).


What is the purpose at the top level?

As we have said in the past (11), the September 11 events (12) were staged by certain elements embedded within the U.S. government with a very specific purpose in mind; the implementation of this “Road Map For National Security: An Imperative For Change”.

Those are elements who share the same root with the elements who eliminated President Kennedy as well as the only one who could have followed in his steps, his brother Robert Kennedy (13); they are the same elements who have ensured that the Castro regime remained in Cuba for over five decades (14) after the staged Missile Crisis (15).

We are not trying to convince anyone of the reality regarding those tragic events; however, it is our responsibility to speak about their meaning and purpose, so that those who have Eyes to See and Ears to Hear (16) will intellectually and spiritually benefit from it; those who do not are really not of our concern (17).


Who are really "they"?

Before the reader recoils in disgust to even think that the U.S. government would stage a monstrosity such as the September 9-11 events, keep in mind that we are not talking about the legitimate U.S. government nor necessarily pointing the fingers to, for example, Messrs. Bush, Cheney, Rumsfeld and Ashcroft (18), nor necessarily to the signatories of the Phase III Report. What may be behind this is far greater than the abilities and capabilities of all of those public figures combined (7)(8)(19).

Doubt such Machiavellian deeds? Take a look at the publicly admitted to, and confirmed by Heads of State, proven and quite bloody political conspiracies (20), while keeping in mind that, usually, what is admitted to is only the proverbial "tip of the iceberg".
